At the last two Town Council meetings, Rocky Mount Mayor Ben Pinckard, who owns property being considered as the location for a new county library, tried to block a resolution recommending a downtown building he doesn't own as the library site.
When the council resolution was first proposed by a representative of the Community Partnership for Redevelopment at February's council meeting, Pinckard was quick to voice his dismay and promote the South Main Street property where he lives.See the full content of this document
