At the last two Town Council meetings, Rocky Mount Mayor Ben Pinckard, who owns property being considered as the location for a new county library, tried to block a resolution recommending a downtown building he doesn't own as the library site.

When the council resolution was first proposed by a representative of the Community Partnership for Redevelopment at February's council meeting, Pinckard was quick to voice his dismay and promote the South Main Street property where he lives.
