CONCEPTUAL STAGE REQUEST FOR COMPETING PROPOSALS (RFP) The Rockbridge County Solid Waste Authority (Authority) requests conceptual stage competing proposals under the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) in response to an unsolicited proposal received for conceptual consideration to design/build, finance and operate a facility at the Rockbridge County landfill site to convert municipal solid waste (MSW) into electricity and, over time, into fuel to contribute to the County's Zero Waste goal and increase the County's recycling rate. A copy of the unsolicited proposal is available for public inspection and is posted on the County's website at www.co.rockbridge.va.us.
The Authority has received and accepted an unsolicited proposal under the PPEA, intends to evaluate the proposal, may negotiate an interim or comprehensive agreement with the proposer based on the proposal, and will accept for simultaneous consideration any competing proposals, including alternative disposal options that comply with the PPEA procedures and guidelines adopted by the Authority and contribute to the County's Zero Waste goal and increase the County's recycling rate.See the full content of this document
