The latest round in the legal fight over the nation's health care overhaul played out Tuesday in a federal appeals court, where the Obama administration defended the politically divisive law and challenged Virginia's standing to contest it on behalf of state citizens.

A panel of three judges -- all appointed by Democratic presidents -- heard arguments in two lawsuits challenging the constitutionality of the Patient Protection and Affordable Care Act.
