Summary


A panel of three circuit court judges from across Virginia cleared the way Monday for the proposal to merge the governments and schools of Alleghany County and Covington to go to voters -- almost certainly during the general election in November.

After a morning hearing in Covington City Hall, Judges Brett Geisler of Radford, Jane Marum Roush of Fairfax County and Kenneth Melvin of Portsmouth found unanimously that the county and city are eligible to consolidate into what would become the sprawling, 450- square-mile city of Alleghany Highlands if voters approve.
