Though the Bush administration attempted mightily to conflate the wars in Iraq and Afghanistan into a single "Global War on Terror," they have always been separate conflicts.

Afghanistan was the war of necessity, a clear response to the devastating terror attacks of 9/11 planned and implemented from Afghan soil by al-Qaida, given safe harbor there by the repressive Taliban regime.
